Public Law

PARES offers consultancy in Public Law, with a focus on public contracts, administrative litigation and urban planning, advising on the preparation of procedures, execution of contracts and representation in administrative disputes and civil liability actions.

Specialised legal advice

PARES has a public law team with extensive experience in providing advice to public organisations, such as local authorities and public sector companies, and to private entities, in all areas of public law. We excel in municipal law, public contracts and administrative litigation.

We provide comprehensive advice to various municipalities, covering regulatory matters, public employment, inter-administrative contracts and support in delegating powers from the central administration.

In public contracts, our team is highly specialised, offering legal support to contracting authorities from the initial stage of preparation of procedures to the conclusion of contracts, and ensuring legal compliance in procedures co-financed by European funds. We also provide legal advice to economic operators in the preparation of proposals and at the prior hearing stage, as well as following up on contractual execution, with an emphasis on public construction contracts.

In litigation, we represent clients in administrative proceedings, including precautionary orders, administrative act oppositions and actions for non-contractual civil liability of the State and other public entities, with a focus on public contracts and urban management litigation.
